Le Maroc vient de soumettre à l’ONU un projet d’autonomie élargie pour ses provinces sahariennes. Ce projet, auquel adhèrent unanimement les citoyens marocains sahraouis établis dans les provinces du sud et la majorité de ceux séquestrés dans les camps de Tindouf, suscite des réactions positives au sein de la communauté internationale.

Ce soutien a évidemment provoqué un véritable et très perceptible désarroi dans les rangs des caciques du séparatisme au sein du Front Polisario et de ceux qui les soutiennent à Alger. Pour preuve cette énième déferlante tout azimut de la diplomatie algérienne dont le dessein inavoué est de tenter de faire avorter comme par le passé cette ultime tentative pour un règlement juste, pacifique et définitif de la question dite du Sahara Occidental.

*Nous rappelons que fort de la justesse de sa cause et de l’attachement des populations sahraouies à leur marocanité le Maroc ne cesse, depuis plus de trois décennies, d’oeuvrer pour faciliter une solution politique, sans vainqueur ni vaincu, qui consacrerait le Maroc dans son droit et qui permettrait enfin la construction d’un ensemble Maghrébin à même d’assurer la paix dans la sous région du Maghreb et du Sahel et la prospérité économique aux quatre vingt millions de citoyens des cinq états du Maghreb.

*Nous rappelons aussi que dans un contexte international et régional marqué par la recrudescence du terrorisme et par l’accentuation des inégalités entre les populations du Sud et celles du Nord la construction d’un espace économique maghrébin revêt un caractère d’urgence. Il va sans dire que cette construction maghrébine doit nécessairement passer par le règlement définitif du contentieux algéro-marocain.

*Nous rappelons également que le coût économique (10 milliards de dollars US par an environ) et social de la non construction maghrébine freinent grandement les politiques de développement humain initiées par les états maghrébins.

*Nous lançons un appel à la communauté internationale à travers toutes ses composantes pour soutenir le projet d’autonomie élargie proposé par le Maroc.

*Nous lançons enfin un appel aux partis politiques algériens et à la société civile algérienne pour nous accompagner dans cette démarche de conciliation et de construction.

Ce soutien que nous espérons massif contribuera à l’instauration de la paix dans notre sous région et permettra à nos cinq pays de se consacrer aux véritables problèmes que sont la lutte contre la pauvreté et la marginalisation, la lutte contre l’analphabétisme, la lutte contre le fanatisme et l’obscurantisme sous toutes leurs formes, l’édification d’états démocratiques et de droit, l’édification de sociétés de la modernité et de l’égalité entre les sexes….

Morocco is submitting to UNO, in the coming days, a project of autonomy extended to its Sahara provinces.

This project, to which adhere unanimously the Sahraouian Moroccan citizens established in the provinces of the south and the majority of those sequestered in the camps of Tindouf, has caused positive reactions within the international community.

This support obviously created a perceptible distress in the rows of the hierarchs of separatism within the Polisario Front, and of those which support them in Algiers. As evidence, the endless loose any azimuth Algerian diplomacy whose dissimulated intention is to try, as it did in the past, to make fall through the ultimate attempt for a right, peaceful and final solution for the question known as Sahara Occidental.

• We recall that Morocco, strong with the accuracy of its cause and the attachment of the Sahraouian populations to their Moroccanicity, never ceased, for more than three decades, to work into facilitating a political solution, with no winner nor loser, that would crown Morocco in its right and would finally allow the construction of a Maghrebian whole, able to ensure peace in the sub area of the Maghreb and the Sahel, and economic prosperity for the eighty million citizens of the five states of the Maghreb.

• We also recall that in an international and regional context marked by the rise of terrorism and the accentuation of inequalities between the populations of the South and those of North, the construction of a Maghrebian economic area takes an emergency character. It goes without saying that this Maghrebian construction must necessarily go through the final resolution of the Algerio-Morrocan dispute.

• We finally point out that the economic cost (10 billion dollars US per annum approximately) and the social cost of the Maghrebian non construction highly constrains the human development policies initiated by the Maghrebian states.

• We launch a call to the international community through all its components to support the project of autonomy proposed by Morocco.

This support that we hope massive will contribute to the introduction of peace in our sub area and will make it possible for our five countries to be devoted to actual problems which are the fight against poverty and marginalization, the fight against illiteracy, the fight against fanaticism and obscurantism under all their forms, the construction of states of democracy and righteousness, the construction of societies of modernity and equality between the sexes.
